The government of Bangladesh is preparing to recruit around 17,000 primary school teachers. The recruitment will start right after the final approval of the revised job rules. According to officials, the changes will bring important reforms, including quota adjustments.

Final Stage of Recruitment Rules

The Ministry of Primary and Mass Education has almost completed the revision of the Government Primary School Teacher Recruitment Rules. Officials confirmed that the updated rules might be published in the last week of August 2025. The day after the rules are made official, the ministry will publish the recruitment notice for assistant teacher positions.

The Directorate of Primary Education (DPE) stated that the main delay is due to legal checks. The draft rules have already been sent to the Ministry of Law for review. The changes will impact not only teacher recruitment but also the recruitment and promotion system of officials in various offices under the ministry.

What Officials and Experts Say

Abu Noor Md. Shamsuzzaman, the Director General of the Directorate of Primary Education, told Prothom Alo on Monday that the work on the revised teacher recruitment rules is almost finished. He mentioned that the legal process is the final step before publication.

He also confirmed some key changes, such as the removal of the women’s quota and the descendants of government employees (pôshyo quota). Recruitment will now be based mainly on merit, with only limited reserved quotas for special categories.

Education experts believe this change will make the recruitment process fairer and more competitive. “Merit-based recruitment ensures that the most qualified candidates enter the classroom,” said a senior education researcher from the Bangladesh Education Development Society (BEDS).

Changes in Quota System

The revised rules state that 93% of positions will be filled based on merit. The remaining will be divided into:

  • 5% Freedom Fighter quota
  • 1% quota for persons with disabilities
  • 1% quota for third gender and ethnic minority groups

This is a significant shift from previous years when a large number of positions were reserved under different quotas. Officials believe that the change will encourage more talented graduates to apply.

Background and Past Recruitment Trends

The last major primary teacher recruitment drive in Bangladesh took place in 2022, where over 45,000 teachers were appointed. However, that process faced criticism due to alleged irregularities and a slow recruitment timeline.

According to the latest Annual Report of the Ministry of Primary and Mass Education, there are 65,565 government primary schools in the country. These schools serve 17,162,365 students with a teaching staff of 362,709 teachers. Among them, 127,039 are male and 235,670 are female.

Officials say that the upcoming recruitment of 17,000 teachers will help reduce the existing teacher shortage, especially in rural and remote areas.

Special Recruitment for Music and Physical Education

Out of the 17,000 positions, 2,583 will be for assistant music teachers and 2,583 for assistant physical education teachers. This is part of a government initiative to improve extra-curricular education and student health in primary schools.

A senior official from the Directorate explained, “Music and sports are an essential part of a child’s education. These new posts will help students grow in a balanced way.”

Expected Timeline

If the Ministry of Law approves the revised rules in August 2025, the recruitment notice will be published the next day. The application process is expected to be fully online, making it more accessible for candidates across the country.

The selection process will likely include a written test followed by an oral examination. According to DPE officials, the entire recruitment procedure could be completed by early 2026.

Conclusion

The upcoming recruitment of 17,000 primary school teachers marks a major step in Bangladesh’s education sector. With new rules focusing on merit-based hiring and the removal of some quotas, the process aims to bring in qualified and skilled teachers. This move is expected to improve education quality and address teacher shortages nationwide.
